Preparedness & Training initiative of the PSEMA Foundation

Preparedness lessons kids take home to their families.

Kids Get a Plan teaches children how to prepare for disasters through storybooks, characters, and activities, and the children carry those lessons home. The Florida Division of Emergency Management launched the campaign after the 2004 and 2005 hurricane seasons, when six hurricanes made landfall in Florida over two years. The PSEMA Foundation secured Kids Get a Plan from FDEM in early 2025 to keep the books in use and to grow the series with new books, characters, and online tools.

The Series

Five storybooks cover weather hazards, with safety tips presented in a way that doesn’t frighten young readers. Titles include The 30/30 Rule, The Oak Tree Club, and Turn Around, Don’t Drown, a flood-safety book set in Alaska and produced with Alaska’s Division of Homeland Security and Emergency Management. Children meet Rabbit, Possum, Squirrel, Moose, Muskox, and Professor Tinkermeister. Caitlin’s online game helps children with a disability or an access and functional need build a family emergency plan.

Connection to PSEMA Research

PSEMA’s research paper Continuity of Society in the North, written with the Homeland Defense Institute, recommends an Arctic Rising Generation preparedness campaign for Alaskans ages 13 to 30. Kids Get a Plan reaches children before that age range, and its Alaska flood-safety book already carries the same safety messages to Arctic families. The Foundation is planning the next phase of the series with that recommendation in mind.
